Canada/British Columbia Joint Evaluation Committee

Canada and British Columbia entered into a joint agreement on April 25, 1997, with regard to the co-management of labour market development programs in B.C. Under the Labour Market Development Agreement (LMDA) each agrees to work together in the design and management of the delivery of the Employment Benefits and Support Measures (EBSMs). Delivery continues to be a Human Resources Development Canada responsibility.

A multiple lines of evidence approach was followed in the summative evaluation. Qualitative data gathering activities included a document review, key informant interviews, case studies and focus groups (conducted on-line), involving third party delivery agents and Provincial and Federal representatives. We conducted telephone surveys of 2,000 participants, and 2,500 comparison group members matched to participants using first and second stage matching techniques. Survey data were merged with data from administrative sources and analysed using univariate, bivariate and state-of-the-art estimation techniques. The latter assessed incremental impacts in terms of 18 key outcome measures over up to 7 time periods for 34 groups of participants. Cost-effectiveness analysis was also performed.

The summative evaluation provides strong evidence of the impacts of the LMDA from the perspective of client, program and community.
