Governments face challenging
questions with respect to the range of training and related labour market
programs currently being offered. How effective are specific programs?
Are specific target groups benefiting as programs intend? What is the
impact of benefits and compensation programs on labour market participation.
We have a demonstrated record of evaluating labour market programs using
the latest proven methods.
Below are brief descriptions
of some projects we have conducted:

People with disabilities
face particular labour market challenges. We assessed the feasibility
of an evaluation of the Employability Assistance
for People with Disabilities Initiative (link to Evaluability
Assessment for the Employability Assistance for People with Disabilities
(EAPD) Initiative). A multilateral framework oversees the Initiative.
Individual bilateral agreements with each province and territory offer
different programs and services and have different accountability
requirements. These characteristics presented challenges for an evaluation
design that were overcome in the study.

Ministry of Training,
Colleges, and Universities administers Ontario's apprenticeship system
for approximately 130 trades in construction, industrial/manufacturing
and motive power and service sectors. Approximately 10% to 20% of
apprenticeship training takes place in a classroom as part of the
"in-school" component. The costs of supporting the apprenticeship
system are significant. Our study investigated the costs drivers for
apprenticeship training in colleges.
