Evaluation Of The Implementation Of The Provisions Of Bill C-55 |
|
Justice Canada Bill C-55 (High-Risk Offenders), which came into force on August 1, 1997, amended Part XXIV of the Criminal Code to strengthen measures which target offenders at high risk of sexual and other violent offences. The resulting legislation responded to concerns expressed by the public and by provincial governments regarding high-risk violent offenders. The long-term objective of Bill C-55 is to improve the ability of the Canadian criminal justice system to protect society from the worst violent and sexual offenders. The overall objective
of this evaluation was to assess the implementation and impacts (to date)
of Bill C-55 through in-depth interviews with a sample of experienced
Crown Prosecutors across Canada. More specifically, it examined the implementation
of the provisions, challenges to their use, and initial indications of
success. It was part of a broader research effort which included a review
of case law, and statistical analysis of correctional data.
