Ministry of the Solicitor General

The purpose of this study was to evaluate the Ministry's participation in the federal Family Violence Initiative. The evaluation was designed to assess the effectiveness of Ministry's activities implemented through the Initiative, and the adequacy of measures to ensure coordination and non-duplication of activities within the Ministry and across participating departments.

Five agencies were involved in the Initiative: the Secretariat's Police and Security Branch and Corrections Branch; Correctional Services Canada; National Parole Board; and the RCMP. Agencies adopted particular activity types for emphasis and have differing mandates. Consequently in conducting the evaluation we examined the Ministry's activities under the Initiative by individual agency. The variations in program emphasis necessitated corresponding variations in evaluation emphasis, while at the same time seeking to locate the findings within the broader structure of MSG's objectives as well as those of the overall Initiative.

The methodology used for this evaluation relied on multiple lines of evidence, including: a file and document review and review of secondary data gathered by MSG; an assessment of the Ministry's coordination mechanisms; interviews with Ministry staff and groups of individuals outside the Ministry (including provincial contacts, NGO's and funding recipients); case studies; and site-visits. The findings were summarized by agency under the relevant evaluation issues.
