Evaluation Framework For The Proposal Driven Economic Development Programs |

Indian And Northern Affairs Canada The Economic Development sector of Indian and Northern Affairs Canada designs and manages programs that encourage employment, entrepreneurship, resource development and pursuit of traditional activities. We developed an evaluation framework for five of its programs with that represent proposal-driven programs supporting economic development. The Proposal-Driven Economic Development Programs were due for program Authority Renewal. We developed an evaluation plan to conform to the timing of this renewal process. Our firm produced a plan for a near term formative and later summative evaluation of these programs. We developed the program profile and logic models for the programs. As well we produced an evaluation matrix identifying evaluation issues, research questions, indicators and data sources. The matrix presented the full range of research that might be conducted as part of an evaluation. Our report discussed options for an evaluation. Development of this
plan benefited from the assistance of an Advisory Committee set up for
this purpose by INAC. The Committee included Economic Development Officers
from First Nations and Inuit communities from across Canada and INAC regional
and national headquarter staff.
