First Nations

As outlined in "Creating Opportunity: The Liberal Plan for Canada" (the Red Book), the federal government is dedicated to creating a new partnership with Aboriginal people. Over the last few years, the Government of Canada, in partnership with Aboriginal people, has launched several initiatives which have resulted in steady progress on the priority concerns of Aboriginal people. The Social and Policy Research division of TNS Canadian Facts has been involved in projects that have supported progress on these Aboriginal issues.

  • In 1989, Cabinet approved a new policy on First Nations Child and Family Services (FNCFS) which involved negotiated agreements with Indian organizations and the provinces for the delivery of, prevention, protection and adopted services to Indian children and their families. Our Evaluation of the First Nations Child and Family Services Program was designed to assess the progress made since the adoption of this new directive in achieving the program objectives and the changes that occurred in the management and operations of agencies. Later, the Social and Policy Research division of TNS Canadian Facts developed a Self-Evaluation Guide for FNCFS Organizations to serve as an optional resource for these organizations to undertake evaluations of their own agencies.

  • The Social and Policy Research division of TNS Canadian Facts completed an Evaluation of the Indian Taxation Advisory Board. This study deals with Bill C-115, An Act to Amend the Indian Act, commonly referred to as the "Kamloops amendment." The Act empowers First Nations Councils to levy property taxes on leased reserve lands. More specifically the study assess the continued relevance and role of the Indian Taxation Advisory Board, a board established to facilitate the development of Indian taxation.
  • The Economic Develptment sector of Indian and Northern Affairs Canada designs and manages programs that encourage employment, entrepreneurship, resource development and pursuit of traditional activities. We developed an Evaluation Framework for five of its proposal-driven programs supporting economic development. We then conducted the formative evaluation of these programs.
