Economic Impacts of Options Considered for The Gasoline Regulations

Environment Canada is reviewing possible changes to the Gasoline Regulations that limit the use of lead in motor vehicle fuels. These changes deal with the possibility of exemptions for competition vehicles, primarily race cars, powerboats and snowmobiles.

The status quo has been a limited exemption that was granted initially in 1994, expired at the end of 1996 and which was then extended until December 1997. The options considered for the racing sector are as follows:

  • Extend the exemption on a time-limited basis (a continuation of the status quo).

  • Allow the existing exemption to expire at the end of 1997, effectively banning the use of leaded fuel in the racing sector.

  • Develop a new racing sector exemption, possibly limiting the exemption to certain types of racing events.

  • Grant a complete exemption for racing vehicles.

The Social and Policy Research division of TNS Canadian Facts was retained to assess the regional and national economic impacts (direct and indirect) of these options by:
  • Reviewing existing data on the current situation in the racing sector.

  • Obtaining new information on the views of stakeholders and on the economic impacts of the different scenarios.

  • Providing a detailed analysis and summary of data to provide a clearer picture of the economic impacts of the different regulatory options.

The Social and Policy Research division of TNS Canadian Facts conducted semi-structured telephone interviews with race-sanctioning bodies, race tracks and fuel suppliers. The interviews were designed to collect data on the respondent’s business in 1996 and on the likely impact of the different regulatory options. Sample selection was based on a list provided by Environment Canada. Of 38 contacts, 29 completed the survey, for a response rate of 76%.
