Employment faced pressures, both external and internal, to revise its performance measurement systems. We were contracted to provide a comprehensive review of performance measurement within Employment. More specifically we were given the task to identify six measures of client success for the organization.

We held focus groups with staff of Employment Programs and Services at all levels of the organization and with some of its external Partners. We also reviewed available documentation on current performance measures.

We identified:

• Six measures of success.

• Other useful performance measures.

• Methods to gather data needed for the success measures.

• Challenges that must be overcome by the organization to improve its performance measurement systems.
